Check out TrustyJAID’s Trusty-cogs. It has a Welcome cog you can customize.

It will mention user but not a role.

You should be able to just mention the role while setting the message.

CraziiAce, Nope, Red 3.4 (and d.py 1.4) added mention filters to all messages now. By default, Red only allows User mentions. Cogs would need to be updated to explicitly allow Role, Here, or Everyone mentions

Just chiming in here, my welcome cog now supports the allowed_mentions flag to be set per server for both greetings and welcomes now.
