Description of Cog:
A COG that will allow members of a Discord to remove a message by replying to it with a specific Emoji.
The purpose of this is to allow the community to moderate messages when a administrator or moderator is not readily available.
It should be possible to only allow specific channels to have this tool available to it.
And how many of the Emoji reactions are required to delete the message.
