Description of Cog
Name: RolePromotionChecker
Description: it will check all users that are assigned a every . If they have any additional role/s assigned at the time of checking, it will remove a role and add the role, however it will exclude any user that is in the defined exclusion role list .
Example: it will check all users that are assigned the <@new> role every <1 minute>. If they have any additional assigned role/s at the time of checking, it will remove the <@new> role and add the <@member> role, however it will exclude any user that is in the defined exclusion role list <@muted, @suspended>.
TL:DR - all members are checked on a frequent period are are assigned a specific role or roles if it/they any other roles is found that is not listed on the exlusion list.
