Description of Cog: Create a cog that would allow us to configure multiple channels, that would automatically detect a picture and upload it to our images website using the Chevereto API v1 the app would have the following set of admin/ server owner only commands: register an api token key, add a channel to be watched, and remove a channel that is being watched.
