From what I can understand, You are asking two different features.

There’s tags by phen (approved) for global custom commands.

A customhelp cog (unapproved atm) does this exactly, might interest you.

So what about custom categories? is that customhelp?

customhelp is what it says, a custom help cog that replaces the default help menu. I can’t link it or anything, but I’m sure you can find it with some searching around. Whether or not it’ll do what you need, all I can say is, try it and find out.
