Request for a Raffle Cog picking Users and sending them a custom message

Hey,

I’m was looking for a cog that picks the last X amount of Users typing a keyword in a channel and sending them a custom Message via DM. Unfortunately this doesn’t exist so far.
There a few Raffle/Giveaway cogs, but none of them fills the above gap.

So if you’re just working on something simular, I would love if you would implement that.
