Premium Commands

Description of Cog:

I would like to be able to have premium commands. So lets say a server was to invite my bot, and they would like to change the volume of the music, so they use the command !volume 5, and the bot would respond with, “Sorry this server does not have accsess to premium features, Please go to mylink.com, to purchase it”.
Please Include

The ability to make different plans
Commands that can be typed by hand like [p]premium [user ID] add [Plan]

Monetising part of reds core and some 3rd party codes shouldn’t be done. It varies from licence to licence.
