Description of Cog
A cog that lets users bet on a game or event made by the admin, ex: a user being about to do !bet 0 500. Them placing a bet of 500 coins on option 0, and once the event or game is over the Admin is able to pick which option won and the users who bet correctly are rewarded (with the admin being able to set how much the users win, ex: 1.5 of what they bet) while the losers lose whatever coins they bet.
