Description of Cog
A cog that can send a scheduled custom command (or a message) to a channel in an interval or set schedule that can check to see if any messages have been sent by users since the last message. Basically if something is set for a 1 hour interval but there is downtime in the channel where no users chat, the message should not send over and over without users chatting in between. Would want it to be setup to schedule many messages and schedules. Just like default scheduler but with the ability to check for messages.
